Fail to Create Oracle wallet

in Acme Packet (MOSC) Question

Hi,

I tried to create wallet with createWallet command to configure SSO for OHS. After running wlst.cmd and other commands as suggested in Oracle document, command createWallet('ohs_1','ohs_1','ohs','testwallet','welcome1')  returns error message like this NameError: createWallet, meaning there is no createWallet command. My question is why command does not exist and what I need to download and install to make this command available.

wlst.cmd are in 3 folders in my machine and I did the same thing in all of those folders and got the same error.
