Unable to export Planning settings in lcm

I am migrating 2 EPMA Planning apps (11.1.2.1) to another server in preparation for an upgrade to 11.1.2.4.

One of the applications is refusing to export the 'Planning Settings' (Application Settings, Shared Dimensions, Filters and Overrides) file via LCM.

It just aborts and creates an empty file.

The log files don't show much and no log file is produced in the job console:
