ARM_PREMAPPED_BALANCES

We have recently tried to use ARM's Import Pre-Mapped Balances functionality in two completely unrelated EPM system implementations for two completely unrelated companies.  In both of these environments, the data load process fails with the exact same error message: 

ODI-1212: Session preparation failure: scenario ARM_PREMAPPED_BALANCES does not exist in work repository FDMEE.

Has anyone else faced and solved this issue?  Has anyone else been successful in getting Import Pre-Mapped Balances to work in on-premises FCM 11.1.2.4.200?  Would you please share what you've found or any suggestions for resolving this issue?

The error message suggests an ODI scenario is missing from the FDMEE repository, and, indeed, there is no such scenario present.  We've searched high and low in every conceivable data base schema and table, installer assembly file, patch file, EAR and WAR file, and JAR file and found nothing resembling an ODI scenario file named ARM_PREMAPPED_BALANCES.
