Adding restriction to PO creation after I sourcing approval

We need to add restriction to PO created after sourcing approval cycle has been approved. The required restriction should prevent the buyer form making any changes to created PO ( Price, Qty. Vendor.......Etc.).

The PO in our environment is based on the out come of sourcing award and approval.
