When is it OK to clear out some old EBS patches from staging area?

I'm currently being nagged by my network/security manager in regard to the space limit on the staging area on the file system where i staged all the EBS,RDBMS patches. When is it okay for me to get rid of the patches that already been applied to the instance?

The reason i'm asking this because, long time ago(maybe like a year) i run into error during "adop prepare" because it cannot find "some patches to resync or something". I can't remember the exact error message but what i had to do was to "redownload those offending patches" stage it in the driectory where it was complaining that it cannot find. Once i did that it was very happy. Every since then i haven't deleted any old patches. I went through Database upgrade,AD/TXK 8, ATG_PF 5,ATG_PF 6 and a lot of one-off patches(functional fixes) since then so my file system
