Single Tax Regime With Multiple Geographic Countries R12

We have a requirement to implement tax using single tax regime defined at country level.

Taxes can be applicable to any country and for this we can define guided tax rules based on ship to / bill to as Place of supply (with geography types). However, when we define this guided rule it is not overriding default rule. I think I am missing address types and geography types validations. However I have also define geography hierarchy validations in TCA.

Can you suggest on this.
