Tool to help manage multiple databases

Are there any tools out there to help manage users on multiple databases?

I am familiar with OEM and the ability to log into a database and see the users and their granted roles/privileges that way, but when you have 50+ databases it is too slow.

I would need a tool that lets you create new users easily in as many databases as needed, grant roles, reset passwords etc.

I use Oracle 12c on Linux.
