Error "does not exist in the value set" but it does

I have a category that I am trying to put inactive dates on but I am getting an error "Value xxx for the flexfield segment SUPPLY BASE MANAGER does not exist in the value set HY_SUPPLY_BASE_MANAGER_SET" they are on the value set. Attached are two screen shots. Has anyone seen this issue and what would be the fix?
