R75A7703 Payroll History Audit Report

We have several pages (90% of the pdf) where we have DBAs with F0719 balances and no F06145 balances.  From the Au Year-End documentation it does not look like the F06145 table gets used for year end processing.  What are the issues/risks if we do not take the time clean-up the F06145 records?
