Special Info Link Is Not Available in Edit and Update requisition lines region

Hi,

We are on R12.2.4

1) Copy a requisition from previous requisition

2) save the cart.

3) come back after a week and try to check out and submit the requisition.

4) Information template for the line needs to be completed error is thrown.

5) I could not find a place where i can fill in this information.

i followed the below note and realized that the personalization is already enabled in our system.

Special Info Link Is Not Available In IProcurement Checkout (Doc ID 2173191.1)

Still i could not find the special info link.

What is wrong here.

Please advice.
