New Expenditure type not appearing in PA web adi template

I created a new PA expenditure type in Oracle, but when I am trying to search the same expenditure type in WEB ADI(expenditure type column) it is not appearing in the LOV.

Also if I upload the PA journal without validating I am getting the error message as per below. Kindly let me know what is it about and why is it so.
