set preference constraints not working on Verify for Promotion item

Hi,

I added Promotion having Root Product X with set preference constraint to always add one child Product Y.

on Verify button, I see child Product Y is not getting added. if I customize Root Product X, then Product Y is getting added with same rule.

Is this valid behavior? as part of 'Promotion Integrity check', Ideally create session should execute all constraints.

Please answer and correct my understanding if not.
