Cannot access to "Balanced scorecard manager" Responsibility

hi all, I am studying the responsibility Balanced scorecard manager but cannot access with message "Erro Pages: You have encountered an unexpected error. Please contact the System Administrator for assistance" I have tried to others responsibilities under application Balanced Scorecard (Obsolete) and meet same issue. My EBS version is R12.2.0. Please help to give me some suggestions, I need a tool to manage employee KPI and hope Balanced scorecard can support me. thanks
