UBE Server Overwhelmed?

The last two Mondays users have done something in the interactive application that kicked off over a thousand UBEs. All these UBEs went into QBATCH. QBATCH on our UBE server is 10 wide. We also have many single threaded/sequential queues. Once this large batch of jobs was submitted to the Jobs table the system dramatically slowed down the number of jobs processing. I've seen over a dozen jobs processing at one time before across multiple queues, and I've seen multiple jobs processing in QBATCH (and another multi-thread queue: SCHEDULE).
