Windows 10 - MTS - Failed to Grant Priveleges

Installing Oracle 12 Client 32bit on Windows 10 64 bit  Enterprise Ed.

It installs runtime with no problem but then get error when installing custom component: Microsoft Transaction Server: Message:  Failed to Grant Privileges on specified Oracle home type.

My application requires 32bit ODBC with MTS.  Oracle 11 32 bit client worked on Windows 7 64bit OS but looks like we might be out of luck with Windows 10.
