How make field "Decline Reason Code" mandatory?

Hi everyone!

Can we make field "Decline Reason Code" mandatory? This field located in form named "Get Retender Flag" and its shown when the "withdraw tender" action selected in "Buy shipment" -> "Actions" menu.

May be we can somewhere checks if this field filled. I have tried set this check with "Action checks" but action "WITHDRAW TENDER" fires up before the form are showed and this action don't allowed "Post action check".
