FND_SSO_PWD_TIP1 and FND_SSO_PWD_TIP2 at user level

Hi All,

FND_SSO_PWD_TIP1 and FND_SSO_PWD_TIP2 are required to update the password hint in the password reset page.  But this reflects for all. Can we set this at the user level ?
