JDE user receives error 4 submitting a particular UBE

For JD Edwards EnterpriseOne Ver 9.1, Tools 9.1.5.7, Weblogic 10.3.5.0, Oracle DB 11g 10.2.0.4, All servers Windows Server 2008 R2, I have one user who receives the following errors when submitting UBE R42565|AEGCIN7.  This user can submit other UBEs successfully and other users can submit R42565|AEGCIN7 successfully.  What do the errors below  mean and how to correct this?
