GL Budgets

Hi,

My client has over 40 ledgers and would like to implement GL Budgets, one
budget per ledger. Therefore, my understanding is I will setup 40 separate
budgets and 40 organisations. Futhermore, my client will need to translate all
non USD ledgers which accounts for 20 ledgers. Therefore, I will need to create
an additional 20 Target Budgets. 60 budgets in total will be
required. Does this seem practicable, is there any way of reducing the number
budgets? Aware budgets (source&target) are defined at ledger level so I can see any other alternative here.
