JDE 9.2 Sub Contract / Outside Ops Process

I'm working with 9.2 environment and have a few questions re: Outside Ops process. I'm using a couple of different docs that I've located online.

Question 1:

Where does the Operation Description come from on Routing?

Why does the Operation Description differ when attaching the Routing different ways, see example?

When I create the routing interactively via P48013 FORM 'Copy Item'...where is the routing being copied from? Operation Description = Heat Treat IAW VS901012

Routing attached via R31410; Operation Description = Outside Services vs. above?

Question 2:

Using R31410 to attach Routings, how do you not automatically create the outside operations PO?

Question 3:
