Is anyone using eSupplier/eSettlements to Manage Grant Sub-Recipients?

Our state agencies are looking for solutions to manage grant sub-recipients.  Some are using home-grown systems that allow recipients to apply for grants or request reimbursement related to an awarded grant.  I'm wondering if anyone has used eSupplier/eSettlements to establish this kind of relationship with their grant sub-recipients.   If not, how are you managing your grants from this perspective?

Managing and reporting on sub-recipients of federal grants is very important to us.  This was identified as missing functionality in PeopleSoft when we initially reviewed the software.  Now that we are live with 9.2 we are looking for a way to close this gap.
