R12 API to create payments automatically

Hi, I have a requirement to create payments automatically through API or Open Interface. I'm in doubt because I had read in many sites that Oracle has not an official API to do that, but in the same time, there are many others saying to use AP_PAY_SINGLE_INVOICE_PKG.

1) Is this API an official one?

2) Can it be used for R12?
