RPAS 15.0.2.11 upgrade

Hi,

We are planning to upgrade RPAS to 15.0.2.11, in the release note, ADF patch 22810265 is required, but ADF patch 22810265 is for ADF 12.2.1, we are on ADF 12.1.3 and weblogic 12.1.3.

so do we have to upgrade our ADF and weblogic to 12.2.1 first before apply the RPAS patch?
