Windows x64: 12.2 32-Bit Client Certification

The 12.2 Oracle 32-bit client is certified on any Windows platform where the Oracle Database is also certified.

Note this passage:

32-bit and 64-bit AMD64/EM64T Information

Any 32-bit Oracle Database Client release with the Server is always certified on the same Windows x64 versions as
the Server is, and on the equivalent 32-bit Windows versions (unless otherwise specified) beginning with the Oracle
10.2 version.  Beginning with 12.2, Windows 32-bit clients are only certified with Windows x64
OS. Check the certification matrix for specific 32-bit Oracle Database Client certifications.
