"Create/View Exclusion" button on Transaction type promo create screen is disabled

in Retail Price Management (MOSC) Question

I am using RPM v16. Was trying to create a transaction type promo comp. Found that the "Create/View Exclusion" button on Transaction type promo create screen is disabled? Anyone knows, what needs to be done to enable this button? Any system parameter or anything else?
