How to populate PMP for certain group of employees?

We wanted to publish PMP for some employees which belongs to different organisation and different supervisor hierarchy. How Can we do that?

Ex.I picked 10 employees randomly in organisation and wanted PMP to be published for them? How do I do that?

We tried using criteria of assignment set (Included all 10 employees) in eligibility profiles and attached that eligibility profile to plan but it's not working as expected.Oracle confirm this as bug because we are using assignment set with amendment only and application need some criteria to be defined in assignment set in order to evaluate it for eligibility profile and that the reason we looking for some other work around.
