ACollect is failing to run in absence of product.properties file

We have a Agile 9.3.6 installation in Weblogic 12cR2 (12.2.1.1) on Windows Server 2012 R2. Now the problem is Weblogic 12cR2 doesn't create any product.properties file during installation, but Acollect won't run in absence of that file. Using latest version 2.1. Any idea how it can be fixed?
