Order line - Bill only - Apply hold while booking

Hi OM guru's

We have to apply hold on a "Bill only" type order line Hold should be applied while booking the order -- the hold should restrict workflow to progress the order line to interfacing / closing. 

While defining the "Order Hold" what should be workflow activity that i should choose?

Type: Order Administration Hold

Workflow Item: OM Order line

Workflow Activity: ????

The below are the options:

Close Line

Create Configuration Hold

Create Supply Hold

Inventory Interface Non Ship

Line level invoice interface

Line scheduling

Pack line

Payment Assurance

Pick Line

Purchase Release

Reprice Line

Ship Line
