IP2016 Unable to click on Repository conflict resolved button:Unable to save information

Upgrading from Siebel IP2015 to Siebel IP2016 Patch 13. Repository merge completed with errors. when we try to click on Conflict resolved completed button, we are getting the following error: Unable to save the information.  Some of the errors can be igroned. Looking at the (Doc ID 477269.1). Database needs to be restored and merge process needs to be re-run.  If i re-run i will be getting the same errors.
