Issue wirh migrating a walleet from 11gR2 to 12c

We have an 11gR2 (11.2.0.4 on SLES 11) that has a TDE/SSL wallet setup. I'm trying to setup a 12c server that we will eventually migrate to. We have many clients connecting to it over TCPS as well, so I don't want to have to re-key all of them. I exported the certs from 11g and imported into 12c. I start the listener and get ORA-43084. I can't find anything on that error. How do I export everything wallet related off of 11g into 12c so it works? Can I?
