DESKTOP INTEGRATOR TEMPLATE DOES NOT HAVE THE ADD-IN UP UPLOAD SPREADSHEET

I have Excel 2016. 
Microsoft office was licensed and from there it stopped working .. before I worked.  In the template does not have the Add-in upload Spreadsheet.  My EBS is 12.1.3
