How to use Geocoder automatically for OHIO where no local taxes /school taxes are applicable?

Hello,

We are implementing the GeoCoder automation and the tax department realized during their testing that the 9 digit GeoCodes are being assigned to all Ohio employees. The issue is that some of the employees are then having local/school taxes withheld in some locations where there is not supposed to be any. How do others compensate for this? tax overrides? add'l tax overrides? is Vertex calculating taxes incorrectly and therefore I need to open a service request with them?

Any guidance is appreciated!
