Can Approver Add Location Limit Exception Comment?

In our Image Upgrade environment on 9.2 Image 23, PeopleTools 8.55 we found if an approver increases the amount on an expense report for a per diem expense line to be greater than the limit set up, the approver gets an error on the line (as expected) requesting for a comment to be entered for the location exception limit. However, the approver cannot click in the box to add a comment. Is this functioning as delivered or is it a bug? We also experience the issue in our Production environment on 9.2 where travel is on Image 20, PeopleTools 8.55.

I have checked the knowledgebase section and did not seem to find anything related to this issue.
