RCOIS not working for some of the rule

We have a requirement wherein when a particular attribute value is true then a line item gets added based on the product rule and when the same attribute will be false then the line item will not be added.

We have a scenario where we have created an asset with the attribute as true and the line item got added and assetised but when we modified the asset the product with the attribute as false then the line item is not coming as delete in the item after calling RCOIS, rather the line item is not added in the hierarchy, when we do a customize then again the rule is firing properly and the line item is coming as delete.
