How to shift focus between screen tabs using TAB Key?

In Application Level tool bar, User wants to focus on screen tabs using TAB KEY on keyboard and after focus on enter key user wants to navigate to corresponding screen.

For eg: On hame page user press TAB key to shift focus to Account screen tab icon and on enter expects  to navigate to the account home view
