Error While attach file in Attachment view

Team,

Siebel IP2016 Environment, getting following while attaching file at Attachment view

Navigation :

Login Application-->Service Screen-->Click on Row (Record)--> Attachments View-->Click New File, getting following error:

SBL-UIF-00400: No attachment. Either a file or a url needs to be specified for attachment.

Followings items were checked:

1) File System has full permisson for user

2) File System had atttmp folder

3) Siebel File System (FileSystem), Application Shared Mode users directory (CFGSharedModeUsersDir) had value of File System Location

Inputs as much appreciated.
