Post Item Update Business Event Issue

After ICC (Item catalog category) update Post Item Update Business Event has DML_TYPE create, not update. Is this ok? Also LAST_UPDATE_DATE column updated only at mtl_system_items, at mtl_system_items_tl  LAST_UPDATE_DATE column stay without changes. Is this also ok?
