PRM system global deployment

We have  internal users and partners  across the globe using Siebel PRM . Entire system (servers, db) deployed in single data center..How to distribute the resources in other datacenters in other countries (db, application servers, web servers etc)?.

What need to be  considered, any best practices recommendations?.
