Is there a way to stop a replenishment from breaking down a unit of measure?

The example the pick bin allows 140 ca which is a full pallet.  There is a partial pallet of the item/lot in inventory and several full pallets of item/lot. 

Currently, my instructions are the following:

This config is grabbing everything using the case instruction.  This works for pulling the the partial pallet which is the desired results, but this also causes a breakdown of a full pallet when it uses the CA instruction.  Are there settings that can be used to stop the breakdown of a higher unit of measure in the structure?
