Created Custom GL Responsibility and received a FRM-41830: List of Values contains no entries. How

When I created the responsibility, I copied an existing responsibility that has not issue and can populate the list of values.  Is there a settings somewhere where I would need to assign the responsibility to access the accounting flexfields?
