Automatic Stats gather job is processing non-stale table (v12.1.0.2)

We have 6 huge table in our instance that are getting processed daily during the auto stats gathering job.  We even see occurrences on our long weekend windows where they are processed multiple times in a day.  One of these tables has over 3 billion rows so this is a massive waste of resources.  We are also seeing similar behaviour in a development, demo, and QA instances (which were at one point cloned from PROD).

We have other very large tables that seem to be respecting the staleness.  Here is a basic view of what we believe the staleness factor is derived from.  The tables below are done every day and twice on Sunday:
