Journal Entry Creation

We recently created 20 new inventory organizations in Oracle, everything is working OK, but it takes forever for the journal entries to be created. The cost manager is set to run every five minutes and the same with the workflow background processes, the issue we are having is that journals in the sub ledger do not show up until days later. Would anyone have any advice as to why this might be happening? The items are costed and the journals eventually get created, but we shouldn't need to wait for days for this to happen.
