P41291 - Why am I not allowed to modify 2nd Landed Cost component?

Be it Stand Alone Landed Cost or Landed Cost selection option on P4312, Why am I not allowed to modify 2nd Landed Cost Component?

Steps to replicate

1) Set up a Landed Cost rule which contains 2 independent cost levels

2) Perform purchase receipt

3) Use P43214 to apply stand alone Landed Cost

4) Application allows you to only change an amount on the first cost level and keeps second level greyed out or out of reach to edit

Why is this?
