update issue from solaris11.3.1.5.0 to solaris 11.3.21.5.0

Hi Team,

our requirement is need to update solaris11.3.1.5.0 to solaris 11.3.21.5.0

we have downloaded solaris 11.3.21.5.0 repo files from below link

we have  created local repo and set it as publisher. But when we try to "pkg update --accept" getting fail with some dependency issues.

eg 1.

The following indicates why the system cannot update to the latest version:

    Reject:  pkg://solaris/entire@0.5.11-0.175.3.7.0.6.0
    Reason:  No version matching 'incorporate' dependency consolidation/osnet/osnet-incorporation@0.5.11,5.11-0.175.3.7.0.6.0 can be installed
