How complex is the customization for printing report using BI Publisher?

Terms and conditions on the PO are printed on PO print by doing customization to the program since this is not OOTB functionality. then we have an oracle tool to use BI publisher to have this rtf print out by email or pdf. Can you please advise how much complexity exists this in JDE? Please can you advise the estimate effort from the developer, CNC or the BI Analyst... thanks in advance
