Re-Evaluate Plan Population is not adding new employees

To add multiple new starters, who are eligible for a talent review, we are running the Re-publish > Re-Evaluate Plan Population. This process is not adding new starters to the plan, and processing the Run Mass Appraisal Creation as a secondary process is not adding them either.

The re-evaluate plan population does remove all terminated employees with exception of those who have an appraisal status of "Transferred from Plan" though I feel this is designed behaviour.

The plan administration task of "Enrol direct report" does successfully add the new hire, but our client does not want to manually load each new hire, and there is risk of error for missing an individual.
