Setting "Rows to Upload" default to "Flagged Rows" - bne:rows FLAGGED

I'd like to get the "Rows to Upload" parameter to default to Flagged Rows, but not having luck.  I have tried setting the default string value to "FLAGGED" as I have seen suggested elsewhere, but it doesn't make an impact.  Has anyone had luck controlling the default of this parameters?
