JDE 9.2 - UDO Request to Publish Note for approval.

In JDE 9.2 PY, when users request to publish UDOs, no option to add a note for the the System Administrator's approval appears. We see in some documents that a window should appear asking the user if they would like to add a note in order to inform who the user wants to share the UDO with.

Is there a way to enable this note window when requesting to publish a UDO?
