Pre-Tax Arrearage Amount with No Gross Pay

Wondering if anyone in the community encounters this issue and options to resolving it.

Issue: tracking health deduction (pre-tax 125) arrearage amounts with $0 gross pay.  The system excludes 25% of the amount subject to arrearage (by design per Oracle), so in effect, it does not arrear the full amount. 

Option: any configurable options?  or custom process that you may advise?
