Why doesn't my REACH (external) spec roll up?

Upgrading to 9.3.6 from 9.3.1.2.

In previous version of Agile PG&C, REACH spec was not managed by external rollup. REACH spec in 9.3.6 is created for external rollup, yet upon release, declared composition will not roll up. Need Compliance Check remains "Yes".  Manual calculate compliance will not roll it up; rollup also does not occur using scheduled rollup. Task Configuration>Compliance Rollup>Task Disabled=No.
